The book takes on universal scope, explicitly opposing the annexation of European nations by Napoleon III. In doing so, Carpenter defends the rights of the United Kingdom to rule over Ireland in order to protect Christian civilization. He singles out Ireland as an example of a country without a "distinctive spirit" who worships other gods. Resistor of slavery, he speaks of Ireland's struggle against British rule after its division in 1801. His description of contemporary Europe includes detailed accounts of French anti-clericalism, German anarchism and Italians calling for a Catholic Pope and free trade amidst the Napoleonic Wars. Referring to his own pregnant wife, Carpenter even calls for women to have the vote on the grounds that it will advance the progress and happiness of humanity.
Never Again is an early work of apologetics and its views have been proven right by history, but it has been achieved at considerable cost to Carpenter's reputation, with historian Robert Middlemass claiming that his attack on Napoleon successfully damaged the chances of any revival of the British cause in Europe to happen one more time until World War I in political opinion.
