The book is about an organized crime network in Colombia where outcasts and underpaid drug addicts are required to provide their organs for money. The bodies of those who are evicted from their homes and then end up dead aren't discarded like other waste, they're disposed of as if they were nothing.
However, when two police detectives - Trevellian, a veteran cop, and Tucker - are assigned to solve this mystery by the mayor, they find themselves involved in a web of corrupt politicians, gangsters, and drug dealers who all work together to ensure that no one will stand up to their evil ways.
Unfortunately for these detectives, they soon realize that breaking the code of silence means facing not only the organization that betrayed them, but also treachery from those closest to them. As they unravel the web of lies and deceit that surrounds them, Trevellian must ultimately decide whether he is willing to sacrifice everything in his life to bring down the smugglers and kleptocrats whose corruption has lead to not only pain and suffering, but possibly even the loss of his own life.
