This volume collects the presentations and discussions of the 27th Annual Risk Analysis Institute Conference held between Nov 15–17, 2008, in Washington, D.C. Sponsored by the National Bureau of Economic Research, the conference included plenary sessions and parallel sessions examining various aspects of modern risk management and analysis, as well as specific applications to both emerging and contemporary political and social contexts.

The presentations explored how to make more reliable inferences about terrorism risks based on the existing evidence; how to use microcosmic (cell phone tracking) techniques to understand whether ordinary citizens in high-risk areas may be facing unacceptable levels of structural sources of uncertainty; and how economists can provide insights into complex security exchanges and humanitarian interventions aimed at solving interdependent development and natural hazard problems. The reports of two applied case studies provided interesting perspectives on current efforts to stratify access to economic resources and improve agricultural productivity in Malawi.

Participants engaged in spirited discussions about the challenges that natural and man-made disasters pose to modern and future society, especially around such sensitive topics as recognizing naturally occurring transitional states due to climate change, assessing gendered vulnerability in indigenous communities, and strengthening the analytic and management apparatus required to cope with the security threats posed by commercial practices in/of Muslim societies with an ideology of radicalization. Participants offered recommendations on how a model of increased surveillance would pertain to shared democratic values and how to streamline cultural activities focusing on the building of civil society capacity. Many discussions focused on the development of innovative technologies that would effectively satisfy competing developmental, military, privacy, and ethical objectives.
