The narrator is a character born on a desert planet, several thousand light years from Earth. "All other human beings are (deeply and abysmally wrong) aliens," he tells us in his first rather unhappy encounter with mankind. He is intelligent but inexperienced, full of curses that fall less than effective on his interlocutors, incapable of reigning in the temptation to hunt and devour every organic thing within his line of sight, and (requires great exercise of will) barely able to curb his murderous jealousy when another man makes love to his young and very attractive wife. They voyage off in the spaceship Equinox on behalf of the United Planetary Citizenship Commission to negotiate purchase of minerals, according to the commission's plan, a profitable first step toward colonization. Around the second year, however, matters spiral out of control. Eccentric behavior and bickering among the settlers result in numerous deaths, a financially disastrous debacle for the administrators, and serious possibility of war as the commission staff try desperately to patch up a deal and restore order. In the back pocket of a carefully planned diplomatic visit to the Big People home world, the human agents have a card — a deadly secret weapon of impeccable United Planarian origin — the possibilities for abuse shockingly foreboding. And beyond all knowledge of all potential strategy planners, tensions run very high indeed, with scientists in disgrace, natives reconnecting to their own deepest and most dangerous myths, ecological disasters reaching critical mass, catastrophic corporate predation threatening one precious part of the contact-alien ecosystem, an interstellar feud not merely a matter of competing resources: it's personal.
