The role of technology in planning has been crucial for social, spatial and governance purposes. For a better understanding of such interactions between urban technologies and their impacts on urban structuring and governance, Nicolas Douay explores the concepts behind the 'smart' city and the new digital divide between institutional and societal actors. Operationalising the instrumental and deliberative dimensions of spaces into a policy toolbox, the author proposes to decompose the debate around urbanspatial policy into three main theoretical approaches, i.e. opposition between formal instruments of governance (closed/non-institutional) vs informal/informal (open/institutional). The proposed method will enable decision-makers to structure their urban policies by exactly defining whether they aim at fostering either privatisation/commercialisation or instead seeking to maintain dedicated spaces for common political processes, democratic communication or grassroots association. A conclusion is drawn concluding the need for a digital spatial democracy through cities to proactively monitor such implementation trends.
