The healthcare system in the United States is one of the great catastrophes of modern political and economic life. In this book, Morey Menaker argues that it must be revolutionized if society is to attain adequate health - something it certainly needs but does not guarantee. Menaker reportedly spent four years conducting research before presenting his argument in this incisive work of political economy.The costs of "error" as determined by the courts run into the billions of dollars. Further, the methodical decay of the nation's institutions now sees us with a cardiac catheterization rate of fewer than 70 percent, kidney dialysis as low as 8 percent, triple bypass surgery less than one-third as frequently as operations performed ten years ago, and infant mortality greater nowadays than during the Great Depression. Unconscionable?Menaker advocates replacing the current fee-for-service approach to treatment with what he refers to as a risk-bearing system. He advocate private insurance plans offering a kind of pay-as-you-go co-insurance policy in which patients make reliable periodic contributions while finally paying for treatment only when their needs become evident. When left to develop naturally, these unforeseen health crises should remain out of range of most everyone because ordinary Americans generally can exercise rational personal choices and willorsely avoid consuming resources that they know or suspect will increasingly shorten their lives.On what basis shall cash be exchanged for care? It cannot, Menaker contends, be based on the assumption that use of any valuable public resource must be limited so as to avoid potential waste. Raising privatization of health care services politically elusive, his strategy simply proposes that bankrupting individuals with powerful lobbyists would overcome any stiff resistance by politicians who find electorally naked arguments difficult to defend. Theoretically, Menocker's plan might function well in a biospheric context; in practice, however, assuming it proves workable at all, it will set back U.S.
