This volume consists of a selection of chapters from the CD-ROM Incentive Techniques in Environmental Policy (ITEP), edited by P. Calthorpe, A. Kneese, G. Mealing, and L. Stegenga. This important reference work was first published in 1992 by Resources for the Future, Washington, D.C., prepared under the sponsorship of the Oak Ridge National Laboratory Office of Risk and Environmental Management, the Environmental Protection Agency's National Risk Management Research Laboratory, and the Cooperative Environmental Studies Program of the United States Department of Defense. The primary focus of the ITEP project was the development of decision-support tools to aid in the design and analysis of environmentally significant incentive programs. Specifically designed to assist environmental managers in understanding the economic parameters underlying such programs, these decisionsupport tools highlight qualitative and quantitative insights that are instrumental in program design. While the book's coverage includes traditional topics such as pollution control, watersheds, wildlife habitat preservation, and hazardous waste management, it also examines more contemporary issues such as transportation mitigation, energy efficiency, climate change policies, and disaster preparedness.
